TJ Smartt
President | CFII
TJ grew up in the Florida Panhandle and moved to Rexburg in the spring of 2024. He got the flying bug young as a kid and has been chasing that dream ever since. He got his private pilots license in 2021 and has since been working full time as a CFI. He also works as a charter pilot.
TJ enjoys helping others accomplish their dreams the same way his instructors helped him. Since moving to eastern Idaho he has grown to appreciate flying in a whole new way and is eager to share his love and appreciation to the community.

Dustin Woodhouse
Founder | Treasurer | CFI
Dustin founded the EIFC in 2019, and has almost 2 decades of experience managing large flying clubs. He’s a skilled CFI with a commitment to safety. His original dream of creating a club with an airplane for every mission came closer to fruition in 2023 when the club purchased a Bonanza V35! He is passionate about the club and its mission to provide affordable and safe aircraft to its members. When time, weather, and budget allow, you’ll find him exploring the Idaho backcountry in the club 182. He is also certificated in the weight-shift-control category and is a passionate trike pilot!

Zachary Powell
Compliance Officer
Works as a flight paramedic on medical helicopters and airplanes. With his unique blend of medical expertise and a passion for aviation, Zach is dedicated to promoting safety and emergency preparedness at EIFC. An avid outdoorsman, he enjoys exploring Eastern Idaho’s landscapes through general aviation, camping, and photography.
Zach and his wife, along with their two cats, are proud residents of Eastern Idaho where they have lived for 2 years. Zach is proud to share his passion with others in the GA community.

Caleb Turner

Ryan Webster
Vice President
Ryan serves as the club’s vice president with the same energy he brings to the cockpit—focused, unflappable, and always pushing for a higher ceiling. A relative new-comer to aviation, Ryan blends technical know‑how with a talent for rallying people around a shared mission. Whether he’s coordinating club operations or mentoring new pilots, he’s the steady hand that keeps things moving forward.
Never content with “good enough,” Ryan is known for challenging assumptions and elevating expectations. He’s the one who asks the bold questions, champions ambitious projects, and ensures the club stays future‑ready. If there’s a better, smarter, or more adventurous way to do something, Ryan is already charting the course.

William (Bill) Morrow
Board Member
A new-comer to General Aviation, Bill has worked close to aircraft in the USAF as a Weapons Loader. He went on to have a 40-year career in “electrical generation” (ie hydro power, power plants, etc) that took him to live in 3 different states across the US. He retired in 2013 and moved with his wife to Rigby ID.
In 2023 Bill accepted an invitation by a friend to attend a local aviation event, and take a discovery flight. He was hooked! He started his training soon after, and in January of 2025 successfully completed his flight training, passed his checkride, and earned his Private Pilot Certificate. Bill should be an inspiration to anyone who thinks it’s too late to start a new chapter.

Rick Excell
Secretary
Rick fulfilled a life long dream to fly airplanes at the age of 38. He finally finished his training and was fully licensed shortly after his 40th birthday, and loves to fly purely for recreation. There’s no better flight than around Palisades in the Fall when the leaves are turning. When not flying, Rick loves to travel and play golf with his wife. They’ve played golf together in 27 states, and will get the other 23 as time allows.
